To have access to download the latest version, you need 2 things:
a) an Active Subscription to TOS+
b) you need to have requested access to the forum.

When someone subscribes, he receives both the Sheet and instructions on how to get Forum access. If you missed the second step, you can check here. If you have yet to subscribe to TOS+, check the purchase page. Note that only the subscription includes Forum access time!

Once you have access, you visit the TOS+ Download Area to get the latest update.
