Thinking about getting this but...
but I would like to know how I would go about adding a homebrew classes as well as rules. I have tried searching for such things but I have found that my lack luster searching skills combined with the forum search engine have me stymied, encountered this very type of forum board on a game called Towns....

Custom classes can be created in the CLASS worksheet, while custom races would be created in the RACE sheet. (lots of these have been created and shared on the forum)
The sheet is very customizable, as it is backed by Excel's power.
TOS+ also allows for the creation of any items (weapons, armors, shields, gear, etc etc).
As for "rules", I am not sure what you mean - can you clarify?

sweetness with the classes. As for rules i might be getting these excel sheet tools mixed up i've been scouring the internet trying to find a decent one to use for electronic purposes (really tired of constant earsing). But one of them had rules to select from so it may have been one of them i was mixing up with TOS+ if you don't know what i am asking about XP

cool cool. thanks for the help. will definitely look into getting this now that I know that I can input my own custom class, was worried that I would have to program a bunch of stuff for it to work.
