Master Staff [Epic]

The Master Staff feat might need some limitations. Please vote for the limitations you feel are appropriate:

1. A spell must be used for each charge that the staff would use. For instance, a Staff of Life requires five charges for a Resurrection. To use Master Staff, five spells of at least seventh level must be expended to power the staff without using any charges. Each spell so expended reduces the number of charges the staff requires by one.
2. A spell that has an experience point cost, like wish, requires the XP cost to be paid to avoid using a charge. This avoids the problem of a staff of wishes (6,987,500gp) being used with Master Staff to get free wishes simply by expending a 9th level spell, but no XP.
3. A spell that has a high material component cost, like resurrection, requires that material component to be expended in addition to the spell slot used.
