Are the prestige classes for ragons in Draconimicon considered epic? Since most of them have requirements that would seem to require an epic HD, but they have base attack and save bonuses...

They are not considered epic per se, but they are restricted to dragons, which can have a lot of racial hit dice, so they tend to be effectively epic. A few of the draconic prestige classes from Draconomicon can be acquired before a dragon gets beyond 20 HD; I assume they were all given attack and save progressions because they are, as I said, technically non-epic.
