[RULE TWEAKS] Initiative Rules tweaking to accommodate a Play-By-Post

Folks,
As you (probably) know, a PbP is an asynchronous activity; Tabletop version of the game has a very precise initiative order. But translated to a Play-by-Post, this becomes a problem when NOT everyone can post in order (i.e. not everyone can login + check the forums each 5 minutes to see when his/her turn is up!!)
Also, when you check the forum for your turn, it might be annoying if you have to wait for the person(s) at higher initiative order, requiring you to come back later in the hopes that your turn is up.
For this reason, I will be using a slightly different initiative mechanism. I went through it HERE, so I won't repeat that.
